Welcome to my Webpage. I am pleased to be able to say that at Troy University, your success is our goal and we pledge to earn the trust you have placed in us by making TROY your educational choice. For our MPA students, we are proud of the fact that you have joined one of the Nation's largest Master of Public Administration programs. I look forward to working with each of you in any or all of my courses, the syllabi for which are available via the above links on this page. For your information, the following is a short summary of my professional background:

"Dr. Meine holds the academic rank of professor, is a member of the TROY Public Administration graduate faculty and the recipient of the Troy University 2011 Wallace D. Malone Distinguished Faculty Award. He has served TROY for over 20 years in a number of roles including Academic Director of TROY's former Atlantic Region; Department Chair for TROY's Master of Public Administration program and eight years as the Regional Director of TROY's former Florida and Western Regions which included sixteen teaching sites in eight states and served over 4000 students in multiple undergraduate and graduate programs. In that position he also led the dramatic expansion of TROY's online offerings before resigning in 2007 to return to full time teaching.

Dr. Meine's college and university level teaching spans more than thirty years.  Prior to pursuing an academic career, as a graduate of the FBI National Academy, Dr. Meine served as a Special Agent for a Defense Department Criminal Investigative Organization (DCIO) where he managed various investigative units throughout the world. His previous professional positions also include: Supervising personal security for two Secretaries of Defense, personnel management at Federal Departmental Level, investigative operations and training policy positions, and serving as a training consultant and training manual developer for public service organizations in New York City, New York State and New Jersey.

Dr. Meine's education includes a Bachelor of Science Degree from the University of Nebraska at Omaha; a Master of Arts Degree from John Jay College, City University of New York; and a Ph.D. in Public Administration from Golden Gate University in San Francisco.

Dr. Meine is a former President of the Florida Advisory Council on Military Education (ACME) , is a past executive board member and treasurer of the National Association of Institutions for Military Educational Services (NAIMES) and he is active in in a Criminal Investigation Agents Association and in the American Society for Public Administration (ASPA) where he is a past treasurer and a current member of the Executive Committee of ASPA's Ethics Section. Dr. Meine actively participates in academic and professional conferences, and he is active in his community. He has presented extensively in the United States and in several international venues in Europe, as well as being a member of official ASPA delegations presenting at international conferences in Chengdu and Xiamen, China, and in Moscow, Russia. His most recent international presentation venue was the International Conference on Public Administration held in Cape Town, South Africa. Dr. Meine's research, presentations and publications focus on public sector ethics, teaching ethics, public budgeting and online education, and he has served as a manuscript reviewer and special edition for academic jouyrnals and texts. Dr. Meine teaches primarily at the graduate level online and in the classroom but has extensive undergraduate teaching experience as well. Dr. Meine and his wife Rita have three children, all current or retired military officers, and seven grandchildren."
